Abraham Cinto Jr., 27, was arguing with the 23-year-old victim as her son played on the playground the evening of Aug. 30 in Manassas, authorities said.
When things turned violent, Cinto tried taking the woman's property then walked away with her toddler, PWC police said.
Despite the woman's efforts to get her son back, Cinto Jr. physically prevented her from reaching the child by burning her with a cigarette, spraying her with pepper spray, and grabbing her by the neck, police reported.
After the victim broke free and contacted police, law enforcement was told that a family member was able to get the 3-year-old away from Cinto Jr., officials said.
The victim had minor injuries and her son was unharmed, authorities said.
Police said that after the incident, they could not locate Cinto Jr.
On Sept. 7, officers found Cinto Jr. in a hotel on Balls Ford Road and he was arrested for abduction, assault with a caustic substance, assault and battery, and petit larceny, law enforcement reported.
Cinto Jr. was held without bond and had a pending court date, officials said.
